Is it possible to add a node in a cluster with same Decnet Address and different SCS node name without rebooting the cluster.
e.g
Node name : AXQQL
Decnet ID : 1.4
Node booted up as a cluster member and shutdown
New Node required to be added in the same cluster :
Node name : AXQQP
Decnet ID : 1.4

Is it possible without a reboot ?

It certainly never used to be!
The SCSSYSTEMID and SCS node name are intertwined within the cluster. If you want to change one without the other, you need to reboot the other nodes in order to drop the connection between the two.

You can, on the other hand, change both the SCS node name and SYSSYSTEMID and the node can then rejoin the cluster as neither the name nor the ID would be known to the cluster.

No, this is not possible.

This violates core tenants of cluster addressing.

You must reboot the whole cluster when either the SCS address or the SCS node name changes; when both do not change. Which means that both the address and the name are changed together, or the whole cluster gets rebooted.

Pick a different DECnet address. Or reboot it all.

This MAY or MAY NOT be what you need, but you CAN set up an EXTRA DECnet address for the whole cluster (or even several nodes of a cluster, eg all ALPHA nodes in a mixed cluster).
This address is called "DECnet cluster alias", and you enable (on each node)incoming "cluster addressed" traffic by NCL ENABLE INCOMING ALIAS TRUE; similarly, to sign outgoing traffic as coming from the cluster by ENABLE OUTGOING ALIAS TRUE

Agian, this may or may not suit your requirements.

The DVNETEXT license is the typical prerequisite for cluster aliases.

Someone claims that it can be done without a reboot.
I cannot be sure of how that would be possible.

The idea which was proposed was a clean shutdown of the system and boot up the other which is going to hung till the time out (not sure what time out is being referred).

Will keep you posted if it is a success.

What are you really trying to accomplish with a duplicate Decnet address?

Why does the Decnet address need to be the same and the node name different?

Assuming this could possibly work, which system do you expect to respond to 1.4?

Suggestions? You will want to be more skeptical around what this "someone" is telling you about OpenVMS in in this case and in general.

Suggestions? You will want to be extremely skeptical around what this "someone" might tell you about VOTES and EXPECTED_VOTES and other data-critical cluster settings.

Suggestions? You'll need to reboot the whole cluster here, or you'll need to change both the SCS name and SCS address, if you want this node to be admitted to the cluster.
