OpenView Agent on OpenVMS

Problem:
My customer had some problem about OpenView Operation. He installed OVO on windows for manage node and installed agent on OpenVMS node. When the agent started on OpenVMS, the process OVO$OPCLE consumed direct I/O and CPU very much. And it made system performance slow down.
