openvms+apache+php+oracle how to display chinese

we can display chinese in clint using sql,but we can not display chinese in clint using php,we need help?

What is clint ?

Did you configure the language in the apache config file (AddLanguage) ? And the correct chinese because there's more than 1 possible.
