Problems with DNS slave zone rbl-plus.mail-abuse.org

AlphaServer ES40 running OpenVMS Alpha V7.3-2
PMDF_SHARE_LIBRARY version V6.2-1x5; linked 00:01:16, Mar 23 2005
Running HP TCP/IP V5.4 eco4 (Bind 9.2.1)
We have a subscription to download the rbl-plus.mail-abuse.org zone as a DNS
slave. About two weeks ago the download stopped with "timed out" or "end of
file" errors. This zone is very large (about 150 MB) and over the past
year we had to increase TCPIP$BIND's UAF limits on various quotas to keep
the transfer running:
Maxjobs: 0 Fillm: 1000 Bytlm: 1024000
Maxacctjobs: 0 Shrfillm: 0 Pbytlm: 0
Maxdetach: 1 BIOlm: 1950 JTquota: 8192
Prclm: 6 DIOlm: 32750 WSdef: 8192
Prio: 5 ASTlm: 32767 WSquo: 128000
Queprio: 0 TQElm: 100 WSextent: 1024000
CPU: (none) Enqlm: 5000 Pgflquo: 12000000
At this time we don't see any quotas near exhaustion. There's plenty of disk
space and no disk quotas. A TCPTRACE shows lots of packets transmitted
before the operation 'times out'.
Are any of you still downloading the zone? Any tips? (Anything 'special'
for VMS TCPIP?)

Just a wild shot:
Assuming DNS will retrieve this file, could it be that DNS holds a limit, that will cause a timout to occur if the file was still in progress. This limit might be on the VMS-box side, but at mail-abuse.org as well.
