RTP Streaming Protocol Support
Does the current version of OpenVMS, or earlier, support the Real Time Transport (RTP) protocol? Currently unable to process/read/generate RTP packets under the UDP protocol. Or am I missing something obvious.

Either I am, or you didn't explain what
"unable to [do something]" means here, or
what, exactly, you mean by "support".
At some level, UDP is UDP, and that works.

OpenVMS doesn't generally act as a streaming audio, video or telephony server, and I'm not aware of very much available in this area. Which implies you're working with your own stack or with some ported software.
You'll need to work this out within whatever library or application server you're working with; OpenVMS can certainly route UDP packets up to applications. This without particular regard to whatever is operating over over UDP here; it's all packets to the IP stack.
