SYS$COMMON:[SYSUPD]DTSS$TIMEZONE_RULES.DAT
1) Here is one of the sources. But, f.ex., the timezone command procedure doesn't care about this file. It still setup for MET the timechange to sommertime at the (wrong) fourth weekend. In the rule-file it's configured as "MET-1MET_DST-2,M3.5.0/2,M10.5.0/3".
2) Please place the "NET$DISABLE_DTSS" in the NET$LOGICALS.COM file in SYS$MANAGER. If you could'nt find it use the NET$LOGICALS.TEMPLATE, edit and rename it.
Best regards Andy.

Can you clarify your question?
Are you using DTSS or NTP?
Cjeers.
Have one on me.
