You will need to either download the release notes direct from the itrc site, or else unpack the kits on a V7.3-2 kit with the current PCSI patch.

Not necessarily all or none. Check out the prerequisites in the kit descriptions. Those that depend on a V732 PCSI or UPDATE kit will probably be unreadable on a V721 system.
In particular, the errors you've posted involve the "undo" feature which was implemented in V7.3-2, so it's no surprise it doesn't work on V7.2-1.
After upgrading, install the latest PCSI kit, then the latest UPDATE kit, then reboot. You should then be able to install all subsequent kits.
If you still have problems, don't panic! Your system is in a stable state (albeit not quite up to rev). Log a case with your local customer support centre to deal with the exact symptoms on the correct OS version, rather than trying to guess based on symptoms from the wrong OS version.

extracting the release notes had occured
to me....
The only sure way to safely create the new
psci files is to do it on the current version. It might work, probably will, but than it might not.
