Advanced Server and Pathworks just pass the password info to the DC for validation.
Since they are a member server they don't store anything and thus they have no influence or limitations in this area.
As you indicated you do have to enable the NT 4.0 cryptography policy.

Thanks for the feedback, do we have to worry about any length limitations in the password we are going to require a minimum length of 8 characters. I did find out we are running the following version of pathworks v7.3-140A. We was not sure if VMS pathworks is able to pass special characters. Do you have any offical HP URLs on this subject?

Please DO worry but not about your passwords.
From the fact that you had to set that NT 4.0 cryptographic policy I read that you have a quite modern version of Windows on your DCs.
Version 7.3A eco4 (V7.3-140A) is not going to work properly in that environment for long.
Please make sure that you have the latest version of Advanced Server asap.
At this moment that is V7.3B-eco1 (V7.3-210B).
