9710i Write OK, Read Problem

My CDRW is connected to ATA 100 as "Master" of Secondary IDE with 40 wire connector on intel 845WN board on Win98.

my problem is when I insert any pre-written CD, It makes lot of noise and works very slowly. During that time It locks the PC. It never gives any error, and So I can install Linux 8.1 in 12 min with other CD drive, but 73 min in HP drive.
Any body has any solution
