install
When I installed my 9100 series HP writer not only did it not work properly but now my
CD-ROM drive doesn't work either.
Both of them give a message error 31 cannot properly load the driver
HELP

Are these devices SCSI or EIDE ?
For SCSI : check the SCSI - id on both devices ( could be the same ).Is the SCSI-bus terminated ?
For EIDE : Check the jumpers for Master / Slave
setup.
