MIBs
How do you import MIBs in to ProCurve Manager? I am new at this and I can not find anything on this.
I have found the file import function in the Agent Manager. If that is how you do it then what is the file type that it accepts.

You cannot import MIBs into PCM. PCM has built-in information about MIBs for devices (switches, APs, etc) that it supports).
It is possible to customize PCM through it's CIP feature. CIP is documented in Chapter 19 of the PCM 3.20 Administrator's Guide:
