Version Control Repository Mgr Error: Status: 404

When attempting to use the Version Control Repository Mgr to push the Foundation Agents to a test server (NODE2_1024A), the error below is generated. I check the VC Agent on the test server and it thinks that the Foundation Agents have been installed correctly. Does anyone have an idea as to what would cause this behavior?
