Adding Clients (laptops)

I am trying to add clients to the SIM but do not understand the instructions and therefore can't progress. How do I launch the Manage SSH Keys dialog box from the CMS command prompt? If anyone has any user friendly advice, I would very much appreciate it. Thanks for your time!
