Cannot install HP SIM 5.3

Setup.exe opens in Processes but goes no further

The error in the log is
[Tue Apr 14 12:22:26 EDT 2009]Install Shell:onError Library not registered.
res://d:\sim%2053\SIM53-win\HPSIM\win_ia32\setup.exe/default.htm:221

I'm on a windows 2003 R2 standard edtion

Any help would be greatly appreciated

I found the problem

One of the Windows Install script program was corrupted.

I ran the fix tool from microsoft.
