Configuring SIM 7.1 SNMP
When the setup asks for you to put in a community name ...does that have ot match wha t you have in the servers SNMP and SNMP trap service(s) config parameters? is one always called PUBLIC and one called private ??

You could use PUBLIC/PRIVATE but I wouldn't as they are the least secure of all as they are always defaults. You must have at least a read community string setup on the target servers SNMP agents and at least one write community on the agents if you want to be able to set performance threshold setting sin the SMH. SIM only needs to know about the read community though :)
