Connectivity issue

We monitor the firms servers in various locations worldwide. The physical link to out Muscat office is down.
However HP-SIM is showing the servers as being available (although you cannot drill down to the insight agents, the browser times out).
Using Diagnose > Ping it is showing as all the servers being available, yet using an ICMP ping they are not available (I have even increased the TTL & timeout to maximum and, as expected the ICMP ping is still showing the servers as "request timed out").
Can anyone help?
