The above file can it be emptied/deleted, I know that this is linked to the Repository Manager Service, but its 1GB in size, is this nornaml?

I can't find a txt file here, only a log file and that is nowhere near the size you have.
Do you use the automatic download feature for VC patches?
It should just get recreated, the safest way may be to shutdown the services, rename the file and then restart them and see if a new log file gets created.
