Cummunication Error with SIMS\ICE

We are running SIMS 7.0 and just installed Insight Control Environment.  All licenses for Insight Control have been installed and each iLO is also licensed.  HP License Manager sees all of the licences.  When I enable the Power Management option, I receive the following message for each server:

Problem Description:: Unable to communicate with Management Processor XXXX in server XXXX because it does not have an iLO Advanced or iLO Select license.

Recommended Actions:: Please ensure that Management Processor is licensed.
