Database Initialization Failed during install of SIM 5

Database Initialization Failed during install of SIM 5

During the SIM 5 install I get the "Database Initialization Failed" error. I've checked the initconfig.log file and it seems to fail on step 13 Agent Configuration.
It shows "Failed" and "Exception:Configuration failed to complete due to the following exception:Access is denied"
The account I am installing SIM as is a local admin and the password contains no special characters. DOes anyone know what step 13 Agetn Config is\does?
