Error deploying OpenSSH to Windows Host: SSH_CHANNEL_FAILUREnull

When I attempt to deploy OpenSSH to a Windows 2000 host, I get the following error message.

Ssh Operation failed for node:. SSH_CHANNEL_FAILUREnull
Ssh Operation failed for node:. SSH_CHANNEL_FAILUREnull

The target system is not currently running SSH, and I specified an account that has local administrative rights on the target.

Also - the Executed as: account does not say the correct user. Instead of my domain account, it says it's trying to use our renamed local account.

Can anyone offer any advice? I am able to SSH into my CMS with no problem.
