I am also getting an HTTP 400 - Bad request error. I am able to enter my login (if I type it incorrectly, I get a login failed error, as expected).
I have removed and reinstalled, and upgraded Java. I have cleared all caches (java and IE).
Other users are able to log in properly with the same credentials. (on other PCs).
HELP!!

Based on your description, I think the problem is definitely not with HP SIM but with the client's configuration.
Check your IE proxy settings and if necessary specifically exclude the HP SIM server.
Alternatively, add the HP SIM server to your list of trusted sites in IE.

Thanks for the suggestions, it was infact "client" related... the PC's client anyway (me).
Turns out I was linking directly to the https//servername:50000 location, and that fails.
I connected to http://servername:280, and with proper redirects, it works fine now.
Problem solved. This seems to be related to an upgrade of the Server from 4.1 to 4.2 (I think that's the right set of versions). It previously worked, but in testing after upgrade, did not work for me.
