Is there a way to allow a "limited" rights user that can clear or deleate "Events" without allowing the user Full control of the CMS?

Go to Options->Security->Users & Authorizations. Choose the 'Toolboxes' tab, and create a custom toolbox. Give it a name and a description. Where it says 'Show tools in category', choose Configuration Tool and then select Delete Events. This will be the only current tool in your new toolbox, so you can add or remove rights as you wish from here. You can then assign this toolbox to a user and remove the default(s).
