hsim error when replicating agent setttings

when trying to replicate version control agent settings to other machines in hsim i receive the following errors on most machines.

An error occurred while performing an operating system specific operation.

what could be causing this? the version control agent is then unable to view a reference support pack. i have rebooted the server that is showing these errors with the same result.
