Solution
Setupc.exe is the command line variant of the tool.
Try running Setup.exe and you'll be presented with the Remote Deployment Utility (RDU) GUI.
Remember to Configure the Agents first, that way you know what Password and Trust Mechanism is being used. All can be set from within the RDU.

Actually if you schedule the task and do a run now, it will work. Strange if you ask me. I was initially getting the same message so I scheduled it to run now and ran a test. It works perfectly. I believe that HP needs to address that as it is becoming an apparent issue in the user community.

Oh by the way, I forgot to mention that openssh must be installed and configured on the target machine for this to work.
