Insight managed system setup wizard is missing

I want add a few Windows Server hosts to HP SIM 7

 

Do I need to run the discovery wizard and enter each IP address for HP SIM to "discover" ?

 

OR

 

In the manual, there is a "Insight managed system setup wizard"  used to configure your managed systems by installing agents, applying licenses, and executing configuration steps.

 

The problem is: In the Configure menu, all I see is Disk Thresholds, Manage communications, Configure or repair agents, replicate agent settings.

 

I'm logged on as the HP SIM Admin and by default, HP SIM has given full access authority to do so.

 

So what is going wrong here?
