Installation Insight manager 4.1

I have been using Insight manager version 4 with no problems. I recently attempted to upgrade to 4.1. I uninstalled Insight manager from Add/remove programs. The problem i have is when i start the installation of 4.1 i get the following error message.
HP Insight manager cannot be installed on a system with top tools.
I have never installed Top tools and cannot see a record of it in Add/Remove.
