Installing OpenSSH for windows behind a firewall ???

Am trying to install OpenSSH behind a firewall but the tool is not allowing it (keeps greying out). I think the problem might be the admin account btf is different to the install account for the CMS. Is there anyway i could install OpenSSH without changing the global setting of my administrator account??? (Someone mentioned installing it locally and then configuring it to pick up the CMS inside of the firewall?? can this be done??) Many thanks in advance
