Invalid credentials on install

Insight Manager SP3
Installed local MDE SQL database
Attempting to install Insight Manager, prompted to enter service account credentials (installing as local admin on server).
Receive error "specified service account credentials not valid".

Searched forums and found local policy changes. Made recommended changes. LAN Manager authentication is LM & NTLM response

Any assistance is appreciated
