Manage reports for users

Hi all.
I have set up a toolbox for users in which they have only necessary tools. However, I found that they can change the settings for the 'built-in' reports like Array controllers or CPU client, and I don't want them to do this, only to use these reports. I don't find the way to remove this feature from the user toolbox. Is it possible ?
If not, it means that a simple user can change a global feature in the SIM console.
