OpenSSH install problem

I've followed the steps in the User Guide (pg 78 - Setup Windows managed systems)in regards to setting up SSH, but when I get to the part where you copy the SSH generated public key from the CMS to the managed system (step 1c), it fails with "Failed to establish connection to ". Just to clarify, it refers to the execute-as user, administrator or root, would this be the user I added in 1b? I used a domain account, the same one the CMS runs as. Any help would be appreciated.
