Setting up email Notifications

Hello,

I am trying to setup email/SMS notifications from SIM server. Could you suggest how to setup the event notification to be sent to SMS when the system has a critical event (after checking 3 times- to make sure that the event is realy affecting and not a fluctuating event) and mail for non critical events.
