Could someone tell me if SIM 5.0 is free? Am I licensed to monitor and manage as many devices as I want

Yes and yes.
There are some add-ons (VMM, PMP) that are licensed and cost but HPSIM itself is free.

If you're going to monitor a large number of devices you may wish to review the choice of database.

I installed SQL Server 2000. What do you recommend

SQL Server is fine, if you're looking at monitoring 100's of Servers you'd not want to use MSDE.
