I have the Proliant and SIM 4.2 with PMP installed on it.
I can't set license on any device, so "PMP licensing page" is blank ( SIM - options - performance management pack - licensing) - no any servers are in list, but they are in the SIM discovery list!

One more tip. From the screenshot that you have attached, it is evident that one of the discovered server is identified as "Unknown SNMP device". Make sure it is identified with the correct product name. That is when that particular model will be listed in the licensing page and will be available for licensing.

---OK, but even the known discovered server "esxfile" is not in the licensing page.

SolutionThere is a troubleshooting section available in the setup_install guide. Refer the issue addressed for Win 2003 (something related to the version of the OS). That may be one potential problem that you are facing (That may be applicable for Win 2000 too)
If you are running PMP 3.1.1
* There is no support for Windows 2003 SP1 (With out SP1 it is supported). So you'll have to upgrade to 3.1.2

Version of my PMP is 3.1.1
OS version - 2003 server SE without SP1, so i think there is no trouble with OS and PMP version.
However, I will try to install SIM 5.0, is there free PMP licenses?

PMP 4.0 is also needed to monitor Servers like DL385s.
I've also noticed PMP is very dependent on the Server being correctly recognised by SNMP.

Hint #2: SIM (or PMP) doesn't work properly on non-english codepages, 'cause SQL server collation depends on this.
You should check the PMP database "Supported_Software" table. It should contains the supported operating systems, but sometimes it is empty, and that means you cannot add servers.
