I'm still viewing HPSIM as a test environment until 4.1 comes out with the ability to import from IM 7. Until then I'm prepared to trash everything and start again.
But to answer your question, I know you can do the reverse but never heard of recreating the database.

If it's a reinstall of SQL, you could shutdown SIM, detach and save the database files, reinstall SQL and then copy the IM Database files back to the recreated structure and use SQL to attach them and finally restart IM.
There must be a part of the IM that creates the blank database but I don't know how to just invoke that.

OVOW is providing the error for the SQL logs. sql complains about ldf not being available even though its there and is almost as large as mdf
