SIM/SQL transaction logs fill up

My SQL transaction logs for the SIM DB keep filling up and of course it causes SIM to freak out. I have them set to a 15GB limit. Why are they filling up and never being flushed? I assume turning on circular logging would be a bad idea? Thanks in advance guys!
