Synchronize Remote Support Issues

This is a new install on a C-class blade BL460C. Every time I try and run "Synchronize Remote Support" or add new server that have support i get this error,

´chcp´ is not recognized as an internal or external command,
operable program or batch file.

looks like the software is trying to set LOCALES, some one know where this script is see what is the problem?
