Top Tools Agent Install

I am trying to deploy 5.53 Top Tools Agent to my Exchange Server (I have tried eariler & later versions V 5.55). The setup hangs and fails to install. The Setup.exe process stays in memory until the server is restated or unless I manually remove it. I have had no issues with any other server (over 60 boxes).
Has anyone got any ideas to help me?
Running HP toptools I get this message next to agents: Agents Version: not registered
