Trouble installing PSP from Version Control Repository

I am trying to install the Win 2003 8.0 PSP from the VC Repository.
When I go to the repository and click the setup, I get the attached error.

I looked for a place to download to reinstall Smart Update Manager, but could not find it.

I take it Smart Update Manager is new in 8.0.
I have never had it come up before when installing a PSP.
