Version Control Repository Manager

Is Insight Manager installation required for using Version Control Repository Manager.

I need a lightweight installation for updating individual ProLiant servers. Could VCRM be used on a server that has only installed the System Mangagement Homepage and Insight Agents?

As far as I know this is not required. You can choose a 'custom' installation in HPSIM, select only Version Control Repository Manager. It is required though to install the System Management Homepage.

You can install VCRM individually and manage it from the System Home Page of the machine you install it on.

You can then go to each client server and configure the Version Control Agent to point to that VCRM.

HPSIM only facilitates this and allows you to automate these processes for groups of machines. So you don't have to have HPSIM to make Version Control work.
