VPM Installation Problem

Hi All,
I downloaded VPM 1.0 via the VPM Home Page.
It fails during the installation with:
MSDE 2000 SP3 Install failed with exit code 12.

I've done a bit of a google around but cannot find much that lets me know what might be causing the error.
HPSIM is on the same Server, W2003 Std Ed. on a DL380 G3.
Trying to just run the Install directly states it needs the SAPWD Switch because of a weak password.
Any clues?
I've not tried installing MSDE from another source but that's always an option.
