VPM Problem with licensing

Hello
I have 8 servers blade 460c con ICDE v2.0 an licensing for ICE-BL
Can you tell me if ICE-BL include 16 licenses for vulnerability and patch management?
In SIM i can only 5 servers blades with VPM and the others indicate that is not license available

can you HELP ME WITH THIS
