can insight manager 4.1 notify about down services and can it restart them

I'll guess you mean Windows.
On the remote Server you can use the HP Management Agent GUI to send traps when a Service stops or starts.

You can configure Services to restart just from Windows using the Recoveries Tab under the properties box.

i didnt know the hp mgmt gui had the services option.
