HP IP Console firmware update problems

I have a couple of 3x1x16 one of which shows firmware version 2.00.02 the other shows v. 0.00.00

I have downloaded 2.1.5a and attempted to do the firmware upload according to the tftp instructions provided with the update. Upon connection after a minute of waiting they respond with "flash download failed: internal error"

what is going on? what are my options?
