UPS not starting automatically

We have several UPS connected to radio link equipment rather than servers, eg: R5500-XR

They are configured to "run until battery depletion".

 

The problem is that after a long external power outage the battery was exhausted, and when the power was restored the UPS didn't power on itself automatically.

Is this normal? Can it be configured to power on itself on power restore?
