'Debugger Users' group is not working in the domain computers

I have a windows 2003 server running a domain and some computers under it.
I have configured the users of this domain to be "Debugger Users", so that they can use Visual Studio in the workstations.
However, when logging on the these workstations (in the refered domain), debugging is still not allowed (unless it is an administrator account).
(Error while trying to run project: Unable to start debugging. Access is denied. Verify that you are an administrator or a member of the 'Debugger Users' group on the machine you are trying to debug...)
Any suggestions?

See if you have the program, dcomcnfg.exe. This allows you to fine tune the permissions.

If you don't have it then I expect you can download it from Microsoft. I don't know where I got it from. Maybe part of a resource kit but it lets you see and change who is allowed to run a program.
