Don't access Logical Disk Manager or Diskpart

Hi,
I have reinstall my DL160 G5 Storage Server with ISO HP.
My server is full windows update and hp program also.
But I don't have access in Logical Disk Manager and diskpart command.
I don't have a error message. The command diskpart shows the version and the server name and underneath a dash blinks. After nothing happens.
have you ever encountered the problem?
