Every time after restart I'm getting on a AD WIN2003 SP2 controller this strange message:

hi chris,
One of two things:
1) Help files are installed locally with this software but now they are gone. To fix this issue, uninstall and reinstall the software.
2) Help files are only available online and the program could not reach the website when it attempted to check connectivity. Be sure you have a valid internet connection if this is the case.

I assumed the issue came from LANsafe III. Can you open the program and try to access online help?
