Oracle 9i on Microsoft clusters

I am planning to implement an Oracle 9i database system for a customer of ours on Integrity servers using Windows 2003. However, I will not use RAC. It's more of an active/passive cluster. The local HP people here says automatic failover between nodes will not work. But I think otherwise. Is this setup ok?
