Recommendation
Any recommendations for the following; computer used as the terminal server needs to be a Pentium 4 2.0GHz with at least a 10GB hard drive, 100Mb network card, and Windows Server 2003. The server needs 256MB for the operating system and 40MB for each computer or thin client which will connect to the server and run IntraVet

Wow... Most of the desktop systems out from the last two years would meet these specs. If the vendor will support the upgraded OS though, think about going with Windows Server 2008 R2.
Otherwise almost any current server from HP or Dell would fit the bill. You may want to bump the memory up to a minimum of 8GB (depending on the number of clients) and go with the 64 bit version of the OS.
so.. lets see
100GB HD (most servers will come with more than this).
8GB or more of RAM (you can always add memory later if the price is too high).
100MB to 1GhZ NIC
Server 2008 R2 x64

If reliability isn't your greatest concern, I've been using HP Pavilion Elite desktops (with the I7 core, 9Gig mem, and 1TB HD) as my front-line VM hosts, dev servers, term servers, desktops, etc. They are cheap enough (about $1000 a pop) that when one breaks I just pop in another one with the same base image.
If you need long-term reliability, a known track record, built-in high-availability, provisions for failover, and all that jazz, look at the HP Proliant 360.
