Terminal Services Restriction

Hi All,
I am using 6 blade servers as terminal servers in my organization, the terminal server license is for 1000 users, but after 135 users the 136th user receives the error, maximum limit has reached, anybody, any idea.

The user is attempting to log on to a Terminal Server where an administrator
has specified a maximum connection limit, and the limit has been reached. To
change this value, open the Terminal Services Configuration MMC snap-in,
click Connections, double-click a connection, i.e. RDP-TCP, then select the
Network Adapter tab. At the bottom of this tab are two options, Unlimited
connections and Maximum connections.

Dear Paul the limit is already set to Unlimited Connections
